WA bill would narrow definition of service animals

Josh McDonald of the Washington Restaurant Association... and other food industry representatives said customers have attempted to pass off a variety of furry and scaly creatures as service animals. Some of the extreme examples they cited included a customer who rode a full-size horse into a store and a man who claimed the boa constrictor around his neck was necessary to prevent seizures.

the incident involving the customer on horseback actually occurred in Texas.

This bill sounds like a complete waste of time. No state or local legislation can limit* the federal legislation regarding service animals, and the federal legislation already states that only dogs and miniature horses can be considered SAs. So...what is this bill for? It adds nothing to the federal legislation (that I can tell) and it can't take anything away.

*states can broaden the definition of SA, and the rights and protections granted them. Example: some states have deemed it a more serious crime to harm a SA than a pet. Another example: in Oregon, SAs for those with hearing impairment are "required" to wear orange leashes. But that doesn't actually mean that they have to wear an orange leash (are you confused yet?) because the federal legislation does not require it, so the state cannot. But if they do wear an orange leash, then they are afforded some additional rights in Oregon than what the ADA (Americans with disabilities Act) grants them.

Maybe not so dumb... I followed a link to a Radiolab show, and this sentence jumped out at me:
"And one quick note from our producer Pat Walters: Jim considers Sadie to be a “service animal,” a designation under the Americans with Disabilities Act that protects the rights of individuals with disabilities to bring certain animals into public places. The federal government recently redefined the term service animal to include only dogs and miniature horses."

That's why I'm saying that the WA bill is a waste of time. There is no need for it, as it already exists on a federal level. (I thought that redefinition had already gone into effect.)
